Strategic Waste Management Plan

In its efforts to reduce the amount to waste being generated in Western Australia the former Waste Management Board (WMB) announced a Zero Waste Management Plan

Development Scheme (ZWPDS) in 2006. The ZWPDS is intended to assist Local Government in Western Australia with the preparation of Strategic Waste Management

Plans (SWMP) in order to facilitate enhanced planning for municipal waste management and recycling. It is intended that the plans will assist Local Governments in aligning their activities with the State’s vision of ‘Towards Zero Waste’.

For the purposes of this project, the Shires of Chittering, Dalwallinu, Moora, Victoria Plains and Wongan-Ballidu are collaborating as a regional group known as the Central Midlands Voluntary Regional Organisation of Councils (CMVROC). The co-operation of these Local Government Authorities (LGAs) will enable the development of a Strategic Waste Management Plan (SWMP) that identifies the specific needs of individual LGAs whilst identifying opportunities for regional collaboration. It should be noted that since initiation of the SWMP development process, the Shire of Chittering has withdrawn from the CMVROC group. However for the purposes of this SWMP, the Shire of Chittering wish to remain included in the CMVROC.

The ZWPDS is designed in two phases. The initial data gathering phase (Phase I) was conducted via an online survey to establish baseline characteristics for Local Governments.

The second phase (Phase II) involved the development of a SWMP incorporating and analysing Phase I data and providing recommendations (including DEC recommendations) for improved waste management in the CMVROC.

Cardno (WA) Pty Ltd (Cardno) has been appointed by the CMVROC to complete this analysis of the region’s current activities and develop a SWMP that encompass the goals and objectives set by the DEC and the CMVROC.
